A spokesperson and vice minister of China's Ministry of Housing and Urban-Rural Development (MOHURD), Chen Shaowang, said. All three segments are at a critical stage of transformation and development, which can be summarized as "two shifts, two changes, and three transformations". The "two shifts" refer to the urban-rural development segment, meaning urbanization is shifting from a period of rapid growth to a period of stable development, while urban development is transitioning from large-scale incremental expansion to a stage focused mainly on improving the quality and efficiency of existing assets. The "two changes" refer to the housing and real estate segment: one is that major changes have occurred in the supply-demand relationship of the property market, and the other is that the real estate sector has entered the inventory era. The "three transformations" refer to the construction industry segment, namely the industry's transformation toward intelligent, green, and integrated development. In advancing quality upgrades in the construction industry, the key lies in providing high-quality construction products. The Ministry of Housing and Urban-Rural Development will deepen reforms in the construction industry, strengthen quality and safety supervision, regulate market order in the construction sector, and intensify efforts to rectify irregularities in tendering and bidding as well as arrears in project payments. In addition, regarding commercial housing sales, the ministry is promoting a completed-home sales system to address the issue of buyers paying first while waiting for delivery, achieving a "what you see is what you get" model and fundamentally preventing delivery risks. Completed-home sales are becoming a major trend. Data from the National Bureau of Statistics showed that in recent years, the sales floor area of completed homes has maintained positive growth, while its proportion of total new-home sales floor area has risen year by year. New projects will prioritize completed-home sales, while support policies related to land, finance, and taxation for projects will be coordinated and utilized effectively.
