HK 5Y Plan to Deepen GBA Development, Advance Infra Connectivity, Seek Extension of Land Border Crossing Hours

Chief Executive John Lee unveiled Hong Kong's first Five-Year Plan. He highlighted that Hong Kong will continue to deepen and strengthen collaboration with Guangdong Province in promoting innovation cooperation in the Guangdong-Hong Kong-Macao Greater Bay Area, industrial chain deployment, wider application of pharmaceuticals and medical devices, as well as the development of a high-level international hub for top talent and a high-quality living circle suitable for living and working.

The government will advance infrastructure connectivity, with the goal of building a "rail-based Guangdong-Hong Kong-Macao Greater Bay Area". This includes promoting the Hong Kong-Shenzhen Western Rail Link and the Northern Link Spur Line projects to enhance the capacity and quality of cross-border passenger transport services in western and central Hong Kong-Shenzhen.

Authorities will also conduct studies on the future southbound extension of the Hong Kong section of the Hong Kong-Shenzhen Western Rail Link to strengthen connectivity between the Northern Metropolis and Hong Kong International Airport.

In addition, authorities plan to optimize infrastructure interconnectivity in the Greater Bay Area and seek to extend customs clearance service hours at land boundary control points, improving convenience for passengers and cargo traveling between Hong Kong and the rest of the world through the region, while optimizing the flow of people and goods.
