CN MIIT to Launch Special Action to Upgrade Auto Standards, Guide Firms Away From Reliance on Low-Price Strategies

Guo Shougang, Director-General of the First Department of Equipment Industry at China's Ministry of Industry and Information Technology (MIIT), said authorities will further strengthen interdepartmental coordination and continue efforts to regulate competition order in the automotive industry to safeguard high-quality industry development.

First, authorities will continue to regulate industry competition order. They will step up efforts to rectify online industry disorder and guide and standardize new vehicle launches and product evaluation activities. Automakers that effectively extend payment terms in disguised forms will face stronger supervision and rectification requirements to improve the standardization and institutionalization of payment practices.

Second, authorities will strengthen the guiding role of standards. A special action plan to upgrade automobile standards will be implemented to raise requirements for key components, vehicle durability and reliability. Standard formulation for automated parking and safety incident data interaction will be accelerated, while a number of NEV standards will be upgraded and strengthened.

Third, authorities will safeguard the bottom line for quality and safety. Together with relevant departments, regulators will deepen initiatives on production consistency and quality enhancement for road motor vehicle products, further strengthen access reviews and testing verification for innovative automotive product designs, and intensify product quality supervision and inspections.

Fourth, authorities will improve institutional mechanisms. Legislative progress on the Regulations on Access Management for Motor Vehicle Production will be accelerated to establish a dynamic management mechanism with both entry and exit standards. Authorities will promote group-based management among automobile manufacturers to improve resource allocation efficiency and facilitate the orderly exit of outdated production capacity in accordance with laws and regulations.
