CN NHSA: More Innovative Drugs Anticipated to Be Included in Medical Insurance Reimbursement; Continued Push for Flexible Workers to Join Employee Medical Insurance

Li Tao, deputy director of the National Healthcare Security Administration (NHSA), said at a State Council Information Office press conference this morning (4th) that the basic medical insurance drug catalog will continue to be adjusted annually, with more eligible innovative drugs for major diseases and key areas including tumors, chronic diseases, rare diseases and pediatric diseases to be included in medical insurance reimbursement, Xinhua News Agency reported. Efforts will also be made to promote nationwide unification of reimbursement catalogs for medical service items and medical consumables, further narrowing policy differences among regions.

At the same event, Huang Huabo, deputy director of the National Healthcare Security Administration, said that in response to the frequent job and regional mobility of flexible workers, a series of measures will be introduced to continue promoting megacities to fully remove household registration restrictions tied to employment location and permanent residence for insurance participation. Meanwhile, authorities will explore converting continuous participation years in resident medical insurance into local employee medical insurance contribution years, and allow employee medical insurance contribution years to accumulate on a monthly basis, so that fragmented contribution periods can all be counted toward employee medical insurance contribution years. Individuals reaching the statutory retirement age and required contribution years will be eligible for retiree medical insurance benefits.

In addition, Wang Wenjun, deputy director of the National Healthcare Security Administration, noted that in the first seven months of this year, expenditure from the maternity insurance fund totaled RMB78.42 billion, benefiting 25.56 million person-times, of which maternity allowance expenditure amounted to RMB60.78 billion and was fully paid directly to individuals. During the 15th Five-Year Plan period, authorities will vigorously promote participation in maternity insurance alongside employee medical insurance for flexible workers, migrant workers and workers in new forms of employment. They will also reasonably raise coverage levels for prenatal examinations, promote the basic realization of "zero out-of-pocket payment" for policy-covered inpatient childbirth, and further expand the scope of direct cross-region settlement for maternity-related medical expenses.
