CN NDRC Fosters Decisive Breakthroughs in Core Integrated Circuit Tech across Entire Industry Chain
2026-08-28 11:32:22 China's integrated circuit industry has demonstrated four prominent characteristics so far this year, Li Chao, Deputy Director-General of the Policy Research Office and spokesperson of the National Development and Reform Commission (NDRC), said. First, there have been sequential breakthroughs in key core technologies. High-end chip design and manufacturing capabilities have continued to improve, while distinctive process technologies such as power semiconductors and compound semiconductors are accelerating the formation of differentiated competitive advantages. Advanced packaging and memory sectors are also accelerating breakthroughs. Second, corporate competitiveness has continued to strengthen. Third, capacity utilization rates have remained at high levels. In 1H26, capacity utilization rates of major domestic wafer foundries remained above 90%, while production capacity across various process technologies gradually ramped up to meet manufacturing demand for automotive-grade, industrial-grade and other types of chips, reflecting robust production and sales momentum. Fourth, the security level of the industrial chain has improved significantly. The variety of domestically produced integrated circuit equipment and materials has continued to expand, while application scale has grown steadily, advancing from "single-point breakthroughs" to "full industry-chain collaboration". Looking ahead, the authorities will continue to focus on the deployment requirements under the 15th Five-Year Plan outline, leverage the advantages of the new nationwide system, and promote decisive breakthroughs in key core technologies for integrated circuits across the entire industry chain, in order to facilitate high-quality development of the integrated circuit industry and contribute more to the sustained improvement of China's economy. Moreover, Li accentuated that the robotics industry involves numerous frontier technologies including AI, advanced manufacturing and new materials.
