MEITUAN-W, Taobao Instant Commerce, JD Food Delivery First to Implement 'Red Light Timer Pause' in Beijing

The second consultation dialogue on promoting the anti-involution healthy development of China's platform economy was held in Beijing today (13th), Chinese news broke.

Market regulators in Beijing and Shanghai organized MEITUAN-W (03690.HK), Taobao Instant Commerce and JD Food Delivery to discuss and jointly govern food delivery rider algorithm optimization with riders.

Experts, scholars and representatives of the National People's Congress were also invited to discuss optimization measures aimed at further protecting the legitimate rights and interests of food delivery riders and promoting the industry's shift from a "speed race" to "quality competition".

A series of measures were introduced in three areas, including algorithm assessment optimization, strengthened management guidance, and normalized consultation and co-governance.

MEITUAN-W, Taobao Instant Commerce and JD Food Delivery will purportedly take the lead in centrally implementing the "red light timer pause" mechanism in Beijing. Under the mechanism, when food delivery riders wait at red lights, the platforms will automatically add compensation time to riders' delivery duration.

The amount of waiting time at red lights will be fully compensated. To protect riders' rights and interests, food delivery platforms and government departments are connecting red light data this month, while the platforms are conducting related technical upgrades and road tests. All technical preparations are expected to be completed before the end of this month.

The three platforms are also exploring related algorithms to further optimize delivery duration. For riders delivering by electric bicycles, the platforms will calculate delivery time based on an average speed standard of no more than 15 kilometers per hour, providing riders with more flexible delivery schedules.
