The energy consumption limits were further tightened compared with the consultation draft issued in September 2025. The new standards will noticeably raise the difficulty for enterprises to meet the energy consumption standards. The new national standards will officially take effect on 1 January 2027. The broker expected this could drive polysilicon production capacity in mainland China down from 3.5 million tonnes to below 2 million tonnes, substantially reducing the extent of overcapacity. BOCOM International believed the tighter-than-expected new national standards for polysilicon energy consumption reflect the government's adamant determination to curtail excessive competition in the photovoltaic sector, with a turnaround in the polysilicon segment increasingly likely. The broker's top pick is granular silicon leader GCL TECH (03800.HK), which has the industry's lowest energy consumption and stands to benefit the most from the new standards.
