Ingrid Yeung Says Civil Servants' Pay Rise Not Calculated by Rigid Formula, Affirms Their Work While Considering Long-term Fiscal Prudence
2026-06-10 13:16:04
The Chief Executive-in-Council proposed to civil service staff representatives a uniform 2% pay increase for all civil servants.

Secretary for the Civil Service Ingrid Yeung said this morning (10th) on an RTHK programme that the decision was not calculated by a rigid formula. Instead, the Executive Council made the decision after considering six major factors in light of the prevailing circumstances of the year.

She said the pay rise affirms the work of civil servants and aims to maintain morale, while avoiding a wide gap with the private sector. At the same time, the Government must take into account Hong Kong’s overall fiscal position and development needs, as well as geopolitical factors, and handle long-term public finances in a prudent manner.
