CN Cyber Watchdog Fully Deploys to Standardize Short Video Content Labeling

In response to prominent issues in certain short video content, such as unclear sources, difficulty in distinguishing authenticity, and misleading information, the Cyberspace Administration of China (CAC) has, since the beginning of this year, comprehensively deployed efforts to standardize short video content labeling.

Recently, the CAC summarized pilot experiences from 12 platforms and guided local authorities and website platforms to fully implement three key tasks. First is to standardize short video content labeling, requiring website platforms to provide users with six categories of "mandatory labels" and allowing additional "optional labels" based on their own circumstances.

Second is to make content labeling a compulsory step in the short video publishing process, requiring publishers to select one of the "mandatory labels" before a short video can be released. Third is to strengthen review of newly added short video labels, conduct phased retrospective checks on existing short videos, require supplementary labeling or corrections for non-compliant cases, and issue educational warnings to relevant publishers, promoting full compliance in content labeling.

In March, 12 platforms including Douyin, KUAISHOU-W (01024.HK), TENCENT (00700.HK), Xiaohongshu, BILIBILI-W (09626.HK), WB-SW (09898.HK), Taobao, JD-SW (09618.HK), PDD Holdings Inc. (PDD.US), Alipay, MEITUAN-W (03690.HK), and BIDU-SW (09888.HK) were guided to take the lead in pilot implementation, improve content labeling tags, and optimize and test labeling functions.

In its next step, the CAC will step up guidance, supervision, and inspections of website platforms. Accounts that fail to comply with labeling requirements and platforms that inadequately fulfill their primary responsibilities will face strict penalties in accordance with the law and public exposure.
