Scammers Impersonate SH Public Security Bureau to Lure Overseas Students to Buy Gold Grains in HK, Hand Them to Fake ICAC Officers; At Least 9 Cases Reported Recently w/ Max. Loss $1.57M
2026-04-21 15:27:57 The Hong Kong Police Force have recently received reports of at least nine cases of fraud involving pretend officials. The scammers impersonated officers from the Shanghai Public Security Bureau and officers from the Independent Commission Against Corruption of Hong Kong (ICAC), contacted students studying abroad and tricked them into traveling to Hong Kong to purchase gold, which they were then required to hand over to the scammers in person. The defrauded students were studying at institutions in the UK, Australia and other locations, with losses ranging from approx. $740,000 to $1.57 million. The fraudsters first impersonated officers of the Shanghai Public Security Bureau, claiming that the victims were suspected of criminal offences such as money laundering and requesting their cooperation in investigations. They then instructed the victims to travel immediately to Hong Kong and purchase gold grains from chain jewelry stores.
