CN SAMR Issues 'Basic Requirements for Food Delivery Platform Service Mgmt'
2025-12-04 18:08:33 China’s State Administration for Market Regulation (SAMR) published on its website the recommended national standard “Basic Requirements for Food Delivery Platform Service Management”, in response to issues such as “ghost deliveries”, irrational competition, and inadequate protection of deliverymen’s rights in the food delivery industry in recent years. The “Basic Requirements” focus on four key areas, including enhancing merchant management within platforms and reinforcing the implementation of primary responsibilities. By standardizing merchant onboarding review and daily operation management, food delivery platforms are guided to effectively fulfill their service and management responsibilities towards merchants. Merchants are encouraged to actively respond to the “Internet+ Bright Kitchen” requirements, stringently adhere to food safety baseline, and safeguard consumer food safety. The focus on platform fees and promotional activities aims to reinforce competition order regulation.
