HK Govt Proposes Legislation to Regulate Online Ride-Hailing Services w/ Non-transferable Licenses for Platforms/ Drivers/ Vehicles
2025-07-15 17:21:58 Hong Kong's Transport and Logistics Bureau put forward today (15th) a legislative proposal to regulate online ride-hailing services. The proposal suggested ride-hailing drivers be required to obtain licenses. The number of licenses will not be capped. Valid for five years, each license will be non-transferable but renewable. In addition, ride-hailing drivers must be at least 21 years old, have held a private car driving license for at least one year, have no record of serious traffic convictions in the five years prior to applying for a license, and must pass a designated assessment. The proposal will be discussed this Friday (18th).
