HK Proposes Smoking Ban at Bus Stops Starting Jan 2026; Fines for Smoking in Queues/ Bringing 19+ Duty-Free Cigarettes into HK Raised to $3K/ $5K

The Hong Kong government has proposed amendments to the tobacco control measures, which will be implemented phase by phase, according to media reports.

The ordinance covers the introduction of duty stamps for tobacco, tougher penalties for smuggling illicit cigarettes, expansion of no-smoking areas, and a ban on possession of alternative smoking products.

The relevant amendment bill was gazetted today (25th) and will have its first reading and debate at the Legislative Council meeting next Wednesday (30th).

The amendment bill stipulates that starting from January 2026, smoking will be prohibited in designated areas where people queue for public transport (such as taxi stands and bus stops) and for entering cinemas, hospitals, public playgrounds, sports stadiums, and other venues. Offenders will face fines increased from $1,500 to $3,000.

The government will also raise penalties for illicit cigarettes, intensify criminal penalties for offenses involving cigarettes on which duty is not paid, and implement a duty stamp regime for cigarettes. Anyone bringing more than 19 duty-free cigarettes into Hong Kong will face a fixed penalty increased from $2,000 to $5,000.
